Our
growth in wastewater operations has also flourished. Tidewater
Environmental Services, Inc. (TESI) has been in business only since
summer 2004, when Delaware law changed to allow this business. We
took possession of our first regulated wastewater treatment system
in winter 2005 in Sussex County. Two more facilities started up in
2006, also in Sussex County. In 2005, TESI obtained 18 wastewater
franchises which will result in approximately 8,200 customers at
build-out and an additional 15 petitions await approval from the
Public Service Commission. In all, TESI has requests from
developers where build out will result in approximately 30,000
customers.
Wastewater
Utilities Are Now Regulated
The Governor signed Senate Bill 99
into law in July, 2004. The law adds wastewater utilities to those
regulated by the Public Service Commission. Wastewater utilities
will now be required to obtain Certificates of Public Convenience and
Necessity (CPCNs) from the Delaware Public Services Commission to serve customers.
Furthermore, wastewater utilities will have their rates set by the
Commission.
